• RECORD: Murders in the western state of Jalisco surpassed record highs with at totaling  2,428 through November, a number that anticipates that 2019 will end being the most deadly year in recent history, according to estimates by Grupo Reforma. In 2018 there were 2,418 homicides recorded.

• IMPUNITY: Earlier this year, figures from the State Attorney General’s Office revealed that in 98% of murder cases in Jalisco between December 2018 and June 2019 there have been on average zero arrests made. Civil society groups argue showcases high levels of impunity that nurtures crime.

• INEFFECTIVE: “There is not really a leadership in public security that brings this situation to fruition. (State security coordination) happens only on paper”, said Rubén Ortega Montes, researcher on security and justice at the University of Guadalajara (UDG), underlining inefficiency at the state level.

• KEY STATE: Considered by fDiIntelligence as the eight state for economic potential in Latin America in 2018, the western state of Jalisco (pop. 8.2 million) has seen rising levels of homicides since the Mexican armed forces killed Ignacio Coronel, the alleged local leader of the Sinaloa Cartel, in 2010.
